Cheapest Permanent Residency Routes for Software Engineers

Published 2026-05-22 · Last reviewed 2026-05-22 · VISA AI Editorial Team

TL;DR

Software engineers have more PR options than almost any other profession — but the all-in cost of getting from "applied" to "permanent" varies by an order of magnitude. We modelled total spend for a single applicant (no dependants) across five popular destinations, using only official government fees plus standard documentation costs.

Key findings

  • •Germany’s EU Blue Card → settlement route is the cheapest direct-to-PR pathway tracked, under USD $1,200 in government fees end-to-end.
  • •Canada Express Entry is mid-pack at ~USD $1,600 per applicant but the fastest at 6–12 months once an ITA is issued.
  • •Australia’s subclass 189 has the highest single-step government fee of any program in this study.
  • •Portugal’s D8 → PR pathway has low fees but requires five years of tax residency, materially raising the carrying cost.

Fees as of May 2026. "Time to PR" assumes the applicant qualifies on first attempt and is not waitlisted on a quota.

Methodology

Costs include: government application fees, biometrics, English/German language test, ECA / credential recognition where required, and medical exam. We exclude relocation, housing, and legal fees. All figures converted to USD at May 2026 mid-market rates. Single applicant, no dependants, with a 3-year skilled work history.

What this means for applicants

  • →If raw cash spend matters most, Germany Blue Card is the clear winner — but you trade speed for lower fees.
  • →Canada offers the best cost-to-speed ratio for software engineers with strong English and a 3+ year work history.
  • →Australia is the most expensive pathway in this study; cost is rarely the right reason to choose it.
